“Kunnen kiezen uit meerdere inlogmiddelen is een must”

Rob Kerstens was de afgelopen jaren als stelregisseur betrokken bij de ontwikkeling van het Stelsel Toegang. Onlangs legde hij zijn taken neer en daarom blikt hij hier in vogelvlucht terug.

Om te beginnen vertelt hij over het maatschappelijk belang van het stelsel: “Het zorgt ervoor dat de toegang tot overheidsdienstverlening niet meer via 1 kanaal loopt. Dat is erg kwetsbaar, denk maar aan de recente ddos-aanval die de DigiD-storing veroorzaakte. Kunnen kiezen uit meerdere inlogmiddelen is inmiddels een must. Een belangrijke doelstelling van het stelsel is het verplicht aanbieden van hogere betrouwbaarheidsniveaus voor diensten met gevoelige persoonsgegevens, zoals in de zorgsector. Daarnaast kunnen we via het stelsel gemakkelijk aanhaken op Europese ontwikkelingen.”

Verbeteren digitale dienstverlening

Rob Kerstens vervulde de afgelopen 3 jaar de rol van stelselregisseur toegang. Deze coördineert en bewaakt de ontwikkeling van het stelsel, brengt partijen samen en zorgt ervoor dat zowel beleidsmatige als praktische stappen worden gezet. Daarnaast was Kerstens voorzitter van de Tafel Toegang, een overlegorgaan binnen de Generieke Digitale Infrastructuur (GDI). Hierin werken ministeries en publieke dienstverleners samen om de digitale dienstverlening te verbeteren.
Kerstens: “We houden ons bezig met de ‘stippen’, de Meerjarenvisie, en met de ‘stappen’, praktische verbeteringen en vernieuwingen. Als Stelselregisseur heb ik meegeholpen aan de voorbereiding van het nieuwe Stelseloverleg. Via een marktconsultatie werken we toe naar een overleg waarin ook private partijen betrokken worden. Ik verwacht binnen enkele maanden de oprichtingsvergadering van dit overleg.”

Veilige toegang onder druk

Volgens Kerstens wordt het belang van het Stelsel Toegang alleen maar groter. “We krijgen steeds meer te maken met bedreigingen van onze privacy of het plat leggen van onze digitale infrastructuur. 1 inlogmiddel voor publieke dienstverlening is te kwetsbaar.” Het bouwen van het Stelsel Toegang moet dan ook goed en gedegen gebeuren, stap voor stap. “Belangrijk is dat alle partijen die moeten deelnemen zich stevig gecommitteerd voelen aan het nieuwe stelsel. Op dat vlak is nog de nodige ruimte voor verbetering, maar daar werkt BZK hard aan. Naast commitment zullen partijen ook uithoudingsvermogen moeten hebben. Maar, ik heb er vertrouwen in dat de implementatie de komende jaren gerealiseerd zal worden.”
