At first glance, I would pick the second one: the title is more where I expected it to be.
left makes me think the big image is sitewide
right makes me associate it with the article

Title under the header, closer to the body text, is clearer
@stephaniewalter I may have to see it full size to confirm but I like the version 2 with title under the hero image.
I have the feeling that the title on top would be too separated from the rest of the contents on V1.
1 (left). 2 is more common, so I'd go for different.
